澳門大學社會科學學院全球與公共事務研究所早前應邀率團訪問菲律賓馬尼拉,與菲方各機構代表就中菲經貿合作、中菲領土議題、菲律賓政治與外交、中菲源遠流長的民間交流、菲律賓民意和輿情、以及在菲華裔、華商等多個議題展開深入的溝通和交流。

社會科學學院全球與公共事務研究所所長、政府與行政學系講座教授潘維帶隊拜會了中國駐菲律賓大使館首席館員周志勇公參,菲中了解協會主席Raul Lambino,菲律賓和平與和解發展中心蘇祿蘇丹公主Princess Jacel (基拉姆公主),菲中了解協會理事兼主席 Sixto Noy Benedicto,菲中了解協會盧佐主席青年委員會代理副主席Ma Fee Kristine H. Cai,菲律賓參議院憲法修正和法典修訂委員會主席,菲律賓國家參議員Robinhood Padilla (帕迪拉) ,菲律賓人類住區和城市發展部副部長 Roland Samuel Young,菲律賓海岸警衛隊前指揮官四星上將 Joel Garcia,菲律賓國家員警轉型與發展諮詢團主席Marcelo Torres,菲律賓菲華商總會代表,以及菲律賓菲華社團代表。

中國駐菲使館周志勇公參對澳大訪問團表示歡迎,就菲律賓外交政策、菲律賓國內經濟發展、中國在菲投資等多個議題展開全面深入的分析。隨後,菲律賓蘇祿蘇丹基拉姆公主分享了早前的中國之行,指出蘇祿王與中國的歷史淵源應該要讓更多菲律賓市民知道,知史方可明今。菲中了解協會理事兼主席Benedicto詳細介紹了菲中了解協會歷史以及菲中恢復邦交的歷史,並強調2025年是菲中建交 50 周年,菲中了解協會將繼續致力於促進菲中兩國人文交流。而菲律賓國家參議員帕迪拉在百忙中抽空歡迎澳大的到訪,並就“菲律賓政治、經濟、社會、外交”等多個議題與澳大進行了廣泛的交流和探討。及後,在拜訪菲華商聯總會時,澳大與多位在菲華商進行了座談會,雙方就目前中菲關係對華商在菲經貿的影響分享了意見。

此次訪問旨在充分了解菲律賓政商學界人士的立場觀點,近距離觀察菲律賓國內政治、經濟發展和社會現實,冀望通過增強中菲民間的深度交流,為雙方未來可能的持續溝通和深度合作奠定基礎,推動中菲關係行穩致好。

是次訪問團還包括政府與行政學系副教授吳湘寧,澳大公共行政博士生劉禹汐,以及政府與行政學系博士生胡雪琰。

The Institute of Global and Public Affairs of Faculty of Social Sciences at the University of Macau recently visited Manila, Philippines, engaging in comprehensive discussions with Philippine representatives on a range of critical issues. The visit, led by Prof. Wei PAN, the director of the Institute of Global and Public Affairs (IGPA) and chair professor in the Department of Government and Public Administration (DGPA), aimed to strengthen China-Philippines relations through enhanced civil exchanges and cooperation.

During the visit, the delegation met with key figures, including Zhou Zhiyong, Deputy Chief of Mission, Minister Counselor of the Embassy of the People’s Republic of China in the Philippines; Raul Lambino, ex-presidential adviser for Northern Luzon; Princess Jacel Kiram of the Sulu Sultanate; Sixto Noy Benedicto, Trustee and President of the Association for Philippine-China Understanding (APCU); Ma Fee Kristine H. Cai, Acting Vice President for Luzon Chairman-Youth Committee of APCU; Senator Robinhood Padilla; Roland Samuel Young, Undersecretary of the Department of Human Settlements and Urban Development; Joel Sarsiban Garcia, Formal Admiral of the Philippine Coast Guard; Marcelo Torres, a member of the presidential campaign team of Philippine President Ferdinand Marcos; representatives of the Federation of Filipino-Chinese Chambers of Commerce and Industry, and other Filipino-Chinese community leaders. Discussions covered topics such as China-Philippines economic and trade cooperation, territorial issues, and the historical ties between the two nations.

Counselor Zhou provided an in-depth analysis of Philippine foreign policy, domestic economic development, and Chinese investments in the Philippines. Princess Kiram highlighted the historical connections between the Sulu Sultanate and China, emphasizing the importance of public awareness of these ties.

The delegation also engaged with Senator Robinhood Padilla, who discussed various aspects of Philippine politics, economy, society, and diplomacy. The visit included a symposium with the Federation of Filipino-Chinese Chambers of Commerce and Industry, where views on the impact of current China-Philippines relations on Chinese businesses in the Philippines were shared.

This visit marks a significant step in fostering mutual understanding and cooperation between China and the Philippines, laying the groundwork for future sustained communication and collaboration.

The delegation included Associate Professor of DGPA Xiangning WU, PhD student of DPA Yuxi LIU, and PhD student of DGPA Xueyan HU from the University of Macau.
